Heidi Burbage

Chief Financial Officer

Heidi joined DCYF as Chief Financial Officer in August 2021. Prior to that, she was deployed as the Department of Public Health’s Finance Chief for San Francisco’s COVID-19 Response. At DPH, she supported a network of community-based clinics as a Budget Manager. Before working for the City and County of San Francisco, Heidi worked in Santa Clara County on their health system dashboard, and for New York City’s Department of Public Health as a Program and Policy Manager.

Before working for local government, Heidi worked as a management consultant on health and human services IT projects — and spent a lot of time in a lot of state capitals! She spent the first part of her career working in non-profit organizations, including the Children’s Defense Fund, and on the funding side at the Ms. Foundation for Women. Throughout her career, Heidi’s interest has been in systems that support children and families — how they work and how they should work. She has a Masters Degree in Public Administration and before that studied Medieval History, which has been surprisingly useful in many different jobs!
